Legal basis for data collection
Personal data is collected on the basis of a legal obligation, in accordance with:
- the General Data Protection Regulation (GDPR) No. 2016/679;
- the amended Law No. 78-17 of 6 January 1978, known as the "Data Protection Act" ("Informatique et Libertés");
- Article L. 123-1 of the French Environmental Code, governing public participation procedures;
- Article L.181-10-1 of the French Environmental Code;
- the technical specifications set out in Article R.181-36;
The legal basis for the processing is compliance with a legal obligation, in connection with the public consultation procedure provided for by the above-mentioned texts. No explicit consent is required for data strictly necessary for this purpose. If additional data were to be collected for another purpose (e.g., sending communications), specific consent would be requested from you.
Purposes pursued
Data is collected for the following purposes:
- To collect public contributions via a secure digital register (legal obligation);
- To allow contributions to be analyzed and summarized by inquiry officers and competent authorities (legal obligation);
- To inform the public about the project, its impacts, and the terms of participation (consent);
- To facilitate the management of the register by subcontractors and technical operators (contractual obligation).

Data recipients
Data is accessible only to:
- the inquiry officers responsible for the analysis;
- the relevant administrative authorities;
- the technical service provider responsible for the secure digital register.
These parties are bound by strict confidentiality. No data will be sold or used for other purposes.
Data retention period
Data will be retained only for as long as strictly necessary for the analysis and archiving of the procedure:
Active data collection: from 22.04.2026 to 22.08.2026
Data deletion 16 months after the official submission of the report(s) by the inquiry officer(s). After this period, the data will be deleted or anonymized for statistical purposes only.

Contribution analysis support tool
As part of the public consultation, the inquiry officer may, if they wish, use an analysis support tool based on artificial intelligence.
This tool's sole purpose is to make it easier to read contributions by classifying them according to simple criteria (favorable, unfavorable, neutral, or uncertain position; substantiated contribution or not). It does not produce any summary, does not issue any recommendation, and does not in any way replace the analysis, assessment, or conclusions of the inquiry officer.
This tool is intended exclusively for internal use by the inquiry officer. The classifications produced are not made public and are not linked to the contributions visible online.
Its use is strictly limited to processing the textual content of contributions. It does not access contributors' personal data.
The associated processing is carried out on infrastructure controlled by the website publisher, with no data transferred to third-party services.
